Background

Therefore, the project intends to procure and distribute goats to selected beneficiaries who are SP alumni to promote small livestock production as a sustainable income generating activity. Young people especially women will be supported with a sustainable income stream through skills-building in Goat’s production enterprise. The activity will support the formation of livestock groups (cluster of 20 people) who will be supported with skills development in small livestock production, entrepreneurship, and business management skills. The target groups will further be supported with seed capital for each 4 Goats per person. A Pass-on the Gift Concept will be used to promote sustainability of this activity.

The activity is designed around three interlinked and mutually supportive components which will contribute to the overall objective of the project:

1) Young people especially Young Women build on and develop their skills for self-employment opportunities for sustained livelihood.

2) Young livestock have improved access to markets

3) adopt positive norms and practices supporting young people especially young women self-employment opportunities.

- 30 Males( Bucks)

- 680 Females( Does)

- The goats must be supplied at full maturity age (mating age) but not over grown

- A Quarantine Period will be required depending of Ministry of Fisheries & Livestock Guidance (Between 14 – 21 Days)

Scope of work

• Supply and delivery 710(680 Does and 30 bucks)
• Breed – Local or crossed breed suitable for Eastern Province
• Age – 6 to 10 months old, healthy and of breeding age
• Health Status- Free from disease and physical deformities
• Vaccinated against common goats’ disease (provide veterinary health certificate)
• Inspected and approved by certified veterinary officer before delivery and after)
• Delivery points – Khumba, Manje, Zemba, Kandabwako, Kabvumo and Naviruli
• Provide information on basic handling
• Provide signed delivery notes, inspection certificate and proof of vaccination for all goats delivered.

Expected Deliverables

• Goats supplied in full quantity and quality as specified
• Veterinary health certificate for all goats

Evaluation Criteria:

Administrative requirements and statutory obligations ( Pass/Fail)

• Company profiles (clearly indicating the current physical address, contact telephone number and valid email address of business)
• Certificate of business registration/incorporation with Form III indicating shareholding structure.
• valid tax clearance certificate
• Bid validity 120 days
• ZPPA
• Valid Workman’s compensation certificate
• Litigation status indicating supplier has no pending litigation that would negatively affect the execution of this contract. This shall be provided by a registered legal practitioner or attorney. A written statement by the bidder himself shall not be accepted. Non- compliance with this requirement will result into disqualification of the bid

Technical Requirements (70 POINTS)

Relevant experience with in supply and delivery of Goats. Bidders should have completed orders of similar nature and size completed in last 3-4 years. This information should be supported with evidence documents. The documentary evidence shall comprise: copy of verifiable contracts/LPOs together with its corresponding proof of performance such as, Payment Voucher for Invoice(s), or copy of signed payment certificates from the previous clients. Bidders must provide referees contact details (phone number and email) who maybe contacted as part of the due diligence process. (20pts)

• Vendors must submit a Clear plan for Quarantine, all relevant Vaccinations and stress management during transportation (20pts)
• Schedule of works (20pts)
• After-sales support (10pts)

Bidders Should clearly indicate costs break down- Quarantine, Supply & Delivery to Stated delivery points. Submissions will be subjected to competitive pricing relative to scope and market rate as well as budget clarity & justification. Bidders must show Clear breakdown of costs and ensure that estimates align with the supply and delivery of the goats.
