A. Introduction

Pact, a non-profit organization headquartered in Washington, DC, is implementing the Department of State Zambia Integrated HIV and Health Activity (DOS Zambia Integrated Health Activity). The Activity supports the State Department and President’s Emergency Plan for AIDS Relief (PEPFAR) objectives of 95/95/95 and provides both service delivery and technical assistance to strengthen Maternal, Newborn, and Child Health (MNCH) services. Zambia Integrated Health improves, sustains, and further integrates lifesaving HIV/AIDS and Maternal, Newborn, and Child Health services at both the health facility and community levels ensuring that client-centred, high-impact, high-quality services are accessible to all Zambians.

The purpose of this Request for Quotation (RFQ) is to solicit competitive offers from qualified vendors for the provision of internet services for Pact Zambia offices.

Pact Zambia invites proposals from licensed Internet Service Providers (ISPs) to provide non- sharable, dedicated internet connectivity delivered over leased fiber links to all designated office locations Lusaka, Central, Copperbelt, and North-Western Provinces. Installation will be required at the following locations:

• Pact Lusaka Office (HQ)

• Kabwe Pact Office

• Ndola Pact Office

• Solwezi Pact Office.

Services shall be designed for low latency and business critical operations with automatic failover to an alternative link.

Qualified vendors are therefore invited to submit bids for the provision of internet services for Pact Zambia within the specified provinces for the period April 1, 2026, to March 31, 2027.
